A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD
January 7, 2020 8:30 a.m. Pursuant to notice, the Murray County Board of Commissioners convened with the following members present: Commissioners Gunnink, Jens, Kluis, Thiner, and Welgraven. Also present were Thomas Burke, Travis Smith, and Amy Rucker.
MSP to approve the minutes of the December 24, 2019 meeting.
Open Forum: There was no one present for Open Forum.
Commissioner Thiner nominated Commissioner Welgraven for Chairman for 2020. Unanimous ballot was cast for Commissioner Welgraven as Chairman of the Board for 2020.
Commissioner Kluis nominated Commissioner Thiner for Vice Chairman for 2020. Commissioner Gunnink nominated Commission Jens for Vice Chairman for 2020. Commissioner Thiner was elected Vice Chairman of the Board for 2020.
MSP that all claims as presented were approved for payment. The Chairman was authorized to sign the Audit List dated January 7, 2020 with fund totals as follows and warrants numbered 161133 through 161159 and ET 63095 (MCIT):

MSP to approve ditch contractor bills for County Ditch 79 totaling $5,615.00
MSP Resolution 2020-01-07-01 Authorizing the Murray County Auditor/Treasurer to Pay Certain Claims in 2020.
MSP to approve 2020 Appropriations.
MSP to approve the purchase of an extractor with hand tool/hose assembly and a scrubber for the Government Center building for $5,556.02 (account 01-110-111-6650).
MSP to approve the purchase of an SUV for the motor pool.
MSP to approve the purchase of a 2020 Chevrolet Silverado SSV Crew Cab Pickup for $33,004.00 (account 21-867-6660).
MSP to approve hiring Carl Nyquist as a regular full-time (32 to 40 hours per week) Emergency Management Services/Safety Director.
MSP to accept the Murray County Editorial Group bid of $12.30 per column inch for publication of proceedings, delinquent tax lists and all other notices and proceedings as required by law in 2020 and to authorize the Board Chair to sign the agreement.
MSP to approve a final payment of $16,256.72 to R&G Construction Co. for project SAP 51-626-006 CSAH 26 box culvert (account 10-335-6611).
MSP to authorize County Administrator Thomas Burke to send a letter to Commissioner Harpstead at the Minnesota Department of Human Services informing the Department that Murray County does not intend to pay for Substance Use Disorder for Institutes of Mental Disease billing errors.
MSP to authorize County Administrator Thomas Burke to send a letter to the Minnesota State Refugee Coordinator consenting to initial refugee resettlement in Murray County as per the terms of Executive Order 13888.
2020 Fee Schedule Public Hearing was opened and closed.
MSP to approve the 2020 fee schedule.
MSP to appoint William Wassenaar to the Murray County Medical Center Board.
MSP to approve the following 2020 AMC Policy Committee Appointments and to approve appointing Commissioner Lori Gunnink, Commissioner James Jens, Commissioner James Kluis, Commissioner David Thiner, Commissioner Dennis Welgraven, Thomas Burke, and Jean Christoffels as the 2020 AMC Delegate Appointments:

MSP to appoint Cory Reith to the Heron Lake Watershed District Board of Managers.
MSP to appoint Daniel Bierma, Carolyn McDonald, and Robert Ossefoort to the Murray County to the Murray County Planning Commission.
MSP to appoint Rae Ann Storm to the Murray County Parks & Recreation Advisory Commission.
MSP to appoint Jamie Thomazin to the Shetek Area Water & Sewer Commission.
MSP to approve citizen and commissioner committee appointments for 2020.
MSP to approve Conditional Use Permit #1366 for Trevor Humphrey to construct and operate an Agricultural Service Business in the Agriculture District (NW1/4, Section 30, Shetek Township) with the two special conditions recommended by the Planning Commission.
MSP to approve the committee reports for December 15 – 28, 2019.
11:48 a.m, MSP to go into closed session for County Administrator Thomas Burke’s annual performance evaluation pursuant to Minnesota Statute 13D.05, subd. 3.
12:33 p.m. MSP to come out of closed session. Evaluation summarized as “meets expectations”.
MSP to approve the attendance of Lori Gunnink and David Thiner to represent the County at the County Road 86 meeting on January 10.
