A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD

April 7, 2020 8:30 a.m. Pursuant to notice, the Murray County Board of Commissioners convened with the following members present in person: Commissioners Gunnink and Thiner. Present via phone were Commissioners Jens and Kluis. Also present in person were Thomas Burke and Amy Rucker. Travis Smith joined the meeting via phone.

MSP to approve the agenda.

MSP to approve the minutes from the March 24, 2020 meeting with changes.

Open Forum: There was no one present for Open Forum.

MSP that all claims as presented were approved for payment. The Chairman was authorized to sign the Audit List dated April 7, 2020 with fund totals as follows and warrants numbered 161860 through 161914.

County Revenue Fund 71,214.08

County Road & Bridge Fund 24,720.48

Self-Insurance 9.00

Sunrise Terrace 300.26

Total 96,243.82

MSP to approve the following county Liquor Licenses for 2020 license period from May 7, 2020 to May 6, 2021, contingent upon receipt of all paperwork received in the Office of the Auditor-Treasurer:

• “On and Off Sale & Sunday Liquor” License No. 4 (Renewal) to Breezy Point Tavern, LLC d/b/a Breezy Point Tavern

• “On and Off Sale & Sunday Liquor” License No. 5 (Renewal) to Painted Prairie Vineyard

• “On and Off Sale & Sunday Liquor” License No. 7 (Renewal) to Lake Shetek Lodge, LLC d/b/a Lake Shetek Lodge

MSP to table the discussion of issuing pro-rated liquor license refunds due to the Executive Orders 20-04 and 20-18 mandating the closure of restaurants and bars.

MSP to approve the ditch inspection report for Judicial Ditch No. 03.

MSP to approve the Preliminary Plat for Rooster Acres, Preliminary Plat Application #319 for eight residential lots in the Residential and Shore/and Overlay Districts on a General Development Lake in Govt Lot 1, NEJ/4 NEJ/4, Section 14, Lake Sarah Township as recommended by the Planning Commission.

MSP to approve Conditional Use Permit #1369 for Paul and Lucas Erickson to expand and operate an existing feedlot by 492.5 animal units (AU) from 87. 5 to 580 AU in the Agriculture and Shore land Overlay Districts in the NWJ/4 NEJ/4, Section 10, Ellsborough Township, with the findings and three (3) special conditions recommended by the Planning Commission.

MSP to adopt the Memorandum of Agreement for the Des Moines River Watershed One Watershed One Plan project and to authorize the Board Chair and Count Administrator to sign the agreement.

MSP to set the bid opening for projects SAP 051-599-101, 051-599-106, and 051-599-108 for May 5, 2020 at 9 a.m.

MSP to approve the State Aid contract with Duininck Inc. for SAP 051-603-017 and SAP 051-636-007 and the Federal Aid contract with Duininck Inc. for SP 051-602-020, SP 051-603-016, SP 051-606-019, SP 051-610-016, and SP 051-640-004 and to authorize the Board Chair, County Auditor-Treasurer, and County Attorney to sign them.

MSP to accept Houston Engineering’s proposal for the CSAH 13 study for a total cost of $36,500.

MSP to approve the 2019 Highway Department Annual Report.

MSP to approve the bids for project CP 01-20 and award the bid to Traffic Marking Service in the amount of $85,792.46.

MSP to authorize Museum department staff to apply for a Minnesota Historical Society grant for $10,000 for End-O-Line Railroad Park and Museum.

MSP to approve the submission of a repair and rebuild project grant for the Dinehart-Holt House from the Minnesota Historical Society Legacy Fund not to exceed $100,000 with a match of county dollars not to exceed $5,000 or 5% of the total grant (account 01-110-506-0000-5340). MSP to transfer the 2003 Chevrolet Tahoe Unit #14 into the Motor Pool by making a payment of $1,500 from the Motor Pool budget (01-065-6660) to the ditch fund (21-867-5861).

MSP to approve the job descriptions of Information Technology Supervisor as presented, have it pointed, and move forward with advertising.

M to add Veterans Services duties to the General Assistant job description.

MSP to approve the job descriptions of General Assistant as presented, have it pointed, and move forward with advertising.

MSP Resolution 2020-04-07-01: A Resolution Declaring April 7, 2020 ds National Service Recognition Day

MSP to approve the committee reports for March 22 through April 4, 2020.
