A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD

May 19, 2020 8:30 a.m. Pursuant to notice, the Murray County Board of Commissioners convened with the following members present in person: Commissioners Welgraven, Thiner and Gunnink. Present via phone were Commissioners Jens and Kluis. Also present in person were Thomas Burke and Ronda Radke. Travis Smith via phone.

MSP to approve the agenda.

MSP to approve the minutes from the May 5, 2020 meeting.

MSP to approve consent item number 1 – contract for new AIS billboard artwork and number 2 Murray County feedlot report with having Jon Bloemendaal come to the Board at a later date to go over the report.

Open Forum/Public Comment – Amy Wendinger, Kari VanDyke, and Shane Johanning – the concern of their business losing money staying closed, asking what the counties plan is if the governor does not lift any restrictions.

MSP that all claims as presented were approved for payment. The Chairman was authorized to sign the Audit List dated May 19, 2020 with fund totals as follows and warrants numbered 162146 through 162210:

MSP to approve ditch contractor bills for County Ditches No. 22, 29, and Judicial Ditches No. 3, 6, 10, 11, 13, 14, 16, 18, 20A(2) and admin totaling $18,621.90.

MSP to approve Pay Application 9 to Cooreman Contracting for the Judicial Ditch No. 8 Improvement Project for $25,684.47.

MSP to approve Change Order No. 1 to Cooreman Contracting, Inc. for the Judicial Ditch No. 6/JD20A Improvement Project for a reduction to the contract of $18,780.00.

MSP to approve a subordination agreement for Murray County Tax Parcel ID# 09-020-0021 for a Murray County Septic Lien (Document #254250), further moving to authorize the Auditor-Treasurer to sign the agreement on behalf of the County.

MSP to approve a date change for the Lake Shetek Sportsmen Association raffle at Pelican Cove (21 Valhalla Drive) from May 16, 2020 to August 22, 2020. (The original LG220 Application for Exempt Permit was approved on February 18, 2020).

MSP to approve ditch inspection report for County Ditches No. 22, 43A, 46 and Judicial Ditches No. 12, 20A

MSP to allow the parks department to build a parking lot at Forman Acres County Park and waive the grading and filling permit fee. Funds from forfeited land sales will be used to cover these costs.

MSP to approve the final payment to Duininck Inc. for the 2019 overlay projects SAP 051-608-015, SAP 051-608-016, SAP 051-625-012, SAP 051-627-005, SAP 051-652-002 of $120,268.57 and authorize the Chair and County Administrator to sign.

MSP to approve the Jail Administrator job description as presented. The motion passed with a roll call vote as follows:

MSP to approve promoting Donna Mollema from Assistant Jail Administrator to Jail Administrator, grade 10, step 9 as of May 19, 2020.

MSP to approve hiring Samantha McClellan as a regular full-time General Assistant effective June 1, 2020 at a labor grade 8, step 1 and contingent upon satisfactory results of a criminal background check and a pre-employment drug test.

MSP to approve the Workforce Innovation and Opportunity Act (WIOA) Joint Powers Agreement and authorize the Board Chair and the County Representative to sign agreement.

MSP to approve the committee reports for May 3 through May 16, 2020.
