A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD ACTING AS DRAINAGE AUTHORITY FOR MURRAY COUNTY DITCH NO. 22
November 17, 2016 – 2:00 p.m. Pursuant to notice, the Murray County Board of Commissioners, acting as Drainage Authority for Murray County Ditch No. 22, convened with the following members present: Commissioners Thiner, Moline, Magnus, Kluis and Jens. Also present were Travis Smith, Heidi E. Winter, Howard Konkol, and Bill Helget, Bolton & Menk Engineer. The following landowners were present: Duane “Swede” Campbell, Norma Campbell, Alice Apostol, Wilfred Apostol, Jan McClellan, Dave McClellan, George Erbes, Jeff Meyer, John Meyer and one other land owner.
Bill Helget presented costs estimates to close the open ditch in Sections 13 and 24 as follows:
Option 1: Close ditch from 240th Avenue to 211th Street at estimated cost of $298,500, Option 2: Close ditch from start of open ditch in Section 24-Shetek Township to 211th Street at an estimated cost of $260,900. Estimated cost of both option 1 and option 2 = $559,400
Landowners expressed concerns with: Farming practices that are causing the corners to continue to slough in; the cost of these options to bury the pipe; Ability for the buried pipe to handle the water in the same manner as the open ditch
The Board indicated that the minimal repairs could be accomplished through a request for inspection and ditch maintenance repair. All other options would require the landowners to file a petition for an improvement. The Board indicated that filing the petition needs to be done by the landowners. Other general discussion was held.
