A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD
August 15, 2017, 8:30 a.m. Pursuant to notice, the Murray County Board of Commissioners convened with the following members present: Commissioners Magnus, Kluis, Jens, Gunnink and Thiner. Also, present Ronda Radke and Travis Smith.
MSP to approve the agenda as modified.
MSP to approve consent agenda item 1 with corrections.
MSP and carried that all claims as presented were approved for payment. The Chairman was authorized to sign the Audit List dated August 15, 2017 with fund totals as follows and warrants numbered 153588 through 153661:

MSP to approve ditch contractor bills for County Ditches No. 53, 82 and Judicial Ditch No. 6 totaling $2,781.04
MSP to approve Pay Application No. 1 to Loo Con, Inc. for the Judicial Ditch 8 Improvement Project in the amount $83,565.58.
MSP to approve ditch inspection report for County Ditch No. 6 and Judicial Ditch No. 2.
MSP expending End O Line Railroad Parks budgeted money from grounds and grounds improvement budget line #560-6302 and # 560-6502 to move a 2018 project forward into 2017 for boardwalk railings and aggregate, furthermore getting two quotes for the project.
MSP to approve Conditional Use Permit # 1337, for Doug, Jerry & Jared Brake to expand an existing feedlot by constructing a total confinement barn with concrete manure storage pit for 1000 head swine (300 animal units) in the Agriculture District, SE ¼, Section 34, Fenton Township, with four of the five special conditions recommended by the Planning Commission. Due to the location of the barn on the north side of the building site, and due to the fact that the nearest neighbors are beyond ¼ mile from the barn, special condition number five was stricken.
MSP to approve Conditional Use Permit #1336, for Auriga Community Solar Garden, LLC to construct and operate a 1 MW Community Solar Garden in the Agriculture District, NE ¼, Section 31, Slayton Township, with all six special conditions recommended by the Planning commission, including the following amendment to special condition number 6: and the Murray County Ditch Inspector.
MSP to approve Conditional Use Permit #1335, for Leo Community Solar Garden, LLC to construct and operate a 1 MW Community Solar Garden in the Agriculture District, NW ¼, Section 23, Leeds Township, with all five special conditions recommended by the Planning Commission, and with the following sixth special condition added: The Applicant must work with the Murray County Ditch Inspector for locating existing tile lines prior to the pre-construction meeting.
Open Forum/Public Comment – No members of the public were present.
MSP for the Emergency Management Director Heath Landsman to apply for the 2017 Emergency Management Performance Grant for $18,030.00.
MSP to approve the Commissioner Vouchers for the period of July 30, 2017 to August 12, 2017.
MSP to approve the Bridge Replacement Agreement with Lowville Township.

MSP to approve the low bid for the bridge project SAP 51-634-13 and SAP 51-634-14 in the amount of $471,875.00 and award the project to Midwest Contracting, LLC.
