A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD
January 2, 2018, 8:30 a.m. Pursuant to notice, the Murray County Board of Commissioners convened with the following members present: Commissioners Kluis, Magnus, Gunnink, Jens and Thiner. Also present Aurora Heard and Travis Smith.
Commissioner Thiner nominated Commissioner Jens for the Chair for 2018. Commissioner Magnus nominated Commissioner Thiner for the Chair for 2018. A roll call vote resulted in the following: Kluis: Jens; Magnus: Thiner; Jens: Thiner; Gunnink: Jens; Thiner: Jens. Commissioner Jens was appointed Board Chair for 2018.
Commissioner Thiner nominated Commissioner Gunnink for the Vice Chair for 2018. A unanimous ballot was cast for Commissioner Gunnink for Vice Chair of the Board for 2018.
MSP to approve the agenda as modified.
MSP to approve consent agenda item number 1.
MSP to approve consent agenda item number 2.
MSP to approve the County Board Meeting minutes from December 12th, 13th, and 14th, 2017.
MSP and carried that all claims as presented were approved for payment. The Chairman was authorized to sign the Audit List dated January 2, 2018 with fund totals as follows and warrants numbered 154792 – 154823:

MSP Resolution 2018-01-02-01, Resolution Authorizing the Murray County Auditor/Treasurer To Pay Certain Claims in 2018.
MSP to approve the 2018 appropriations.
MSP Resolution 2018-01-02-02, Resolution Awarding Bid for Murray County Courts Building Roof.
MSP to accept the Murray County Editorial Group bid of $11.80 per column inch for publication of proceedings, delinquent tax lists and all other notices and proceedings as required by law in 2018 and to authorize the Board Chair and County Coordinator to sign the agreement.
MSP to approve and authorize the Board Chair sign a retainer agreement for legal services with Rupp, Anderson, Squires, and Waldspurger, P.A.
MS Resolution No. 2018-01-02-03, Resolution Setting Minimum Salaries for Offices to be Elected in 2018, Motion failed 3 to 2.
M Resolution No. 2018-01-02-04, Resolution Setting Minimum Salaries for Offices to be Elected in 2018. The foregoing resolution died due to lack of a second.
MSP Resolution No. 2018-01-02-05, Resolution Setting Minimum Salaries for Offices to be Elected in 2018.
MSP to approve the 2018 AMC Policy Committee Appointments.
MSP to approve the citizen appointments.
Open Forum- No members of the public were present.
The Public Hearing for abandonment of County Ditch 68 Branch B was called to order. Kurt Deter reviewed the purpose of the hearing. Auditor/Treasurer Winter reviewed the notification process. Petitioner Duane Spartz spoke regarding the purpose of the petition. Petitioner Gaylen Jensen was also present.
MSP to approve closing the public hearing portion of the County Ditch 68 Branch B abandonment hearing.
MSP County Ditch # 68, Findings of Fact and Order for Full Abandonment of Murray County Ditch #68 (Branch B), Pursuant to Minnesota Statutes 103E.806.
The hearing for County Ditch 68 Branch B abandonment was closed.
MSP to approve going into closed session pursuant to Minnesota Statute 13D.03 for labor negotiations strategy.
Present: Commissioners Thiner, Gunnink, Kluis, Magnus, Jens, County Attorney Smith, County Coordinator Heard and via telephone County Labor Attorney Laurel Pugh.
MSP to approve to come out of closed session.
MSP to accept completed project, contract number 20175, and authorize final payment to R & G Construction in the amount of $21,335.05 and authorize Coordinator Heard sign the certificate of final acceptance and County Board acknowledgement form.
MSP to approve the recruitment process for a full time recycling center worker and License Center Supervisor and to increase PT Recycling Center Worker Amanda Grogan’s hours from 28 hours per week to 29 ½ hours during the recruitment process of a full time recycling center employee.
MSP to approve the finalized 2018 Murray County Committee Appointments.
MSP to approve the Commissioner Vouchers for the period of December 17, 2017 to December 30, 2017.
MSP to approve any Commissioner can attend the Southwest Regional Development Commission – Regional Legislative Issues Forum Meeting at the 4-H building in Slayton on Thursday, January 11, 2018.
