Murray County Commissioners Commissioners view five year capital outlay plan

One of the items on Tuesday’s agenda included a large portfolio outlying a five year capital plan for each of the departments within the county. Heard felt this outlay plan is a good tool to use in conjunction with the budget as far as tracking things. The question came up as to whether the numbers in the plan were mirrored with the actual budgets of the departments.

Heard also informed the board they will probably be looking at purchasing two new copy machines: one for the Heard’s office as a result of courts remodel and her office moving; the other is for the license center due to the real ID process.

Another question came up as to where the $880,000 for PrimeWest Insurance fit into this plan. Heidi Winter, auditor-treasurer, reminded the board the capital improvement plan are the things that are capitalized. “It’s a tool for capital improvements.” She continued, “To me PrimeWest is not a capital expenditure. However, I understand you wanting to disclose that large amount.”

Commissioner Thiner stated, “I thought the idea of a capital improvement plan is to have a public meeting for them to approve it and I think expenditures of that large amount should be in there.,” He continued, “When you are spending close to quarter million dollars, I think the public should have something to say about it and that everybody is aware of it.” He also felt this amount should be put in the plan so when new commissioners come in they are aware of this amount of money being spent.
