A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD Jan. 3, 2017

January 3, 2017 8:30 a.m. Pursuant to notice, the Murray County Board of Commissioners convened with the following members present: Commissioners Magnus, Gunnink, Jens, Thiner, and Kluis. Also present Aurora Heard, Heidi Winter, and Travis Smith.

MSP to approve the agenda as modified.

MSP to approve consent agenda item 1.

MSP and carried that all claims as presented were approved for payment. The Chairman was authorized to sign the Audit List dated January 3, 2017 with fund totals as follows and warrants numbered 151721 – 151769:

MSP to approve ditch inspection report for Judicial Ditch No. 20A

MSP RESOLUTION NO. 2017-01-03-01, Resolution Authorizing the Murray County Auditor/Treasurer to Pay Certain Claims in 2017

MSP to approve the following appropriation list excluding Plum Creek Library, until further clarification is obtained, and the Ag Society shall receive $27,500.

MSP to approve charging Southwest Health and Human Services for the 9,600 square foot building effective January 1, 2018 at $10.00 per square foot.

MSP to accept the Murray County Editorial Group bid of $11.80 per column inch for publication of proceedings, delinquent tax lists and all other notices and proceedings as required by law in 2016 and to authorize the Board Chair and County Coordinator to sign the agreement.

MSP to approve the following 2017 AMC Policy Committee Appointments: Policy Committee Delegate; Environmental & Natural Resources Policy Committee – Glenn Kluis; General Government Policy Committee – David Thiner; Health & Human Services Policy Committee – Lori Gunnink; Public Safety Policy Committee – James Jens; Transportation & Infrastructure Policy Committee – Gerald Magnus; and to approve appointing Commissioner Lori Gunnink, Commissioner David Thiner, Commissioner Gerald Magnus, Commissioner Glenn Kluis, Commissioner James Jens, Jean Christoffels, and Aurora Heard as the 2017 AMC Delegate Appointments.

Open Forum/Public Comment – No members of the public were present.

It was moved by Thiner, seconded by Magnus to approve the following committee appointments: Economic Development Authority – Marilyn Carlson and Ralph Knapp; Extension – Sara Heintz and Dennis Opdahl; Fairgrounds Advisory – Stacy Posthuma and Mike Kirchner; Locol Water Management Plan – Paul Posthuma, Dave Kremer, Duane Spartz, Rick Parker, Jay Takle, Jon Hoyme, Larry Byers, Robert Koehler and John Busman; Murray County Medical Center – William Wassner; Parks Advisory – Rae Ann Storm; Planning Commission – Lyndon Funk, Dan Bierma and Robert Offefoort; Shetek Area Water and Sewer Commission – Harley Wahl; SW MN Opportunity Council (SMOC) – Julie Burchill; SWHHS Human Services Board – Jeane Anderson

MSP to approve the 2017 Committee appointments.

MSP to approve the Commissioner Vouchers for the period of December 18, 2016 to December 31, 2016.

MSP to approve going into closed session for the evaluation of the performance of Parks Director Justin Hoffman pursuant to Minnesota Statute 13D.05, subd. 3.

MSP to approve coming out of closed session.

MSP to approve allowing Murray County TAC Swap to rent the 4-H building on April 1, 2017 with proof of insurance.

MSP to approve for David Drown Associates to put together a contract for a compensation/classification study to present to the County Board.
