December 27, 2018, 8:30 a.m. Pursuant to notice, the Murray County Board of Commissioners convened with the following members present: Commissioners Gunnink, Jens and Thiner. Also, present Ronda Radke and Travis Smith. Excused Absence: Magnus and Kluis.
MSP to approve the agenda as modified.
MSP to approve consent agenda item 1 with corrections.
MSP and carried that all claims as presented were approved for payment. The Chairman was authorized to sign the Audit List dated 12/26/2017 with fund totals as follows and warrants numbered 157817 through 157915:

MSP to approve ditch contractor bills for Judicial Ditch No. 3 totaling $4,908.00
MSP to approve ditch contractor bills for County Ditches No. 6, 20, 29, 41, 53 and Judicial Ditch No. 6, 11, 14, 20A, 41 totaling $12,683.25.
MSP Resolution 2018-12-27-01, Resolution Setting the Solid Waste Assessment for 2019
MSP Resolution 2018-12-27-02, Resolution Setting the E911 Assessment for 2019
MSP Resolution 2018-12-27-03, Resolution setting the Murray County Beaver Control Fee for 2019.
MSP Resolution 2018-12-27-04, Resolution Setting the 2019 Pocket Gopher Bounty.
MSP to certify the 2018 CWP Septic System Loans as special assessments for taxes payable in 2019.
MSP to approve the 2019 tobacco license renewals in accordance to Murray County Tobacco Ordinance No. 98-10-6-1 for the following establishments: M004 – Carlson’s Corner – DeAnn and Jeff Carlson; M005 – Ruppert Oil – Michael D. Rupper ; M003 – Pete’s Corner – Joyce Bloemendaal; M006 – Chandler Coop (dba Cenex Convenience Store – Lake Wilson) – Kevin Deveraux; M009 – Avoca Municipal Liquor Store – City of Avoca; M014 – Roger Hamann – Trails Edge General Store, Further moving that approval is contingent upon receipt of all required paperwork in the Auditor-Treasurer’s Office.
MSP Resolution 2018-12-27-05, Resolution Approving 2019 Depository of Public Funds Agreements
MSP to approve Soil and Water Conservation District’s fourth quarter appropriation in the amount of $46,569.75.
MSP Resolution 2018-12-27-06, 2019 Meeting Dates
MSP approved the County mileage reimbursement rate increase to .58 per mile, pursuant to Murray County Resolution 2001-12-31-05, which follows the Federal Mileage Reimbursement rate.
MSP Resolution 2018-12-27-07, Resolution Stating the 2019 Meal Reimbursement Policy.
MSP to approve and authorize the Chair to sign the MSRS Health Care Savings Plan Non-Union Revenue Part-time status agreement effective January 01, 2019.
MSP to approve and authorize the Chair to sign a three-year Land Records Lifecycle Extension contract with Fidlar Technologies.
MSP to approve and authorize the Chair to sign the 2019 Retainer Agreement for legal services with Scott Anderson of Rupp, Anderson, Squires & Waldspurger.
MSP to approve amendments to the Murray County Aquatic Invasive Species (AIS) Plan with the proposed 2019 budget.
MSP to approve the contract amendment for the Southwest Regional Development Commission (SRDC) for the update of Murray County’s Land Use Ordinances.

The 2019 Fee Schedule Public Hearing, present were Travis Smith, James Jens, Lori Gunnink, Dave Thiner, Jean Christoffels, James Kluis, Dennis Welgraven, Sheila Crowley, Aurora Heard, Christy Riley.
MSP to approve the 2019 Murray County Fee Schedule with changes.
Ditch Hearing, present Travis Smith, James Jens, Lori Gunnink, Dave Thiner, Howard Konkol, Josh Malchow, James Kluis, Dennis Welgraven, Aurora Heard, Christy Riley, Heidi Winter.
Auditor-Treasurer Winter reviewed the 2019 proposed ditch levies discussed on November 20, 2018. She explained that the levies were calculated based on current fund balances and estimated future expenditures for each ditch.
MSP Resolution 2018-12-27-14, A resolution Setting the 2019 Levies for County and Judicial Drainage Systems in Murray County NOW THEREFORE BE IT RESOLVED, that the Murray County Board of Commissioner, acting as the Drainage Authority in Murray County set levies to be collected as special assessments in 2019 for County and Judicial Drainage Systems located within Murray County.
MSP to include the ditch budget with the 2019 Murray County Budget adopted on December 18, 2018.
