A SUMMARY OF THE PROCEEDINGS OF THE MURRAY COUNTY BOARD

April 2, 2019 8:30 a.m. Pursuant to notice, the Murray County Board of Commissioners convened with the following members present: Commissioners Gunnink, Jens, Kluis, Thiner, and Welgraven. Also present Travis Smith and Amy Rucker.

MSP to approve the agenda as modified.

MSP to approve consent agenda items 1 and 2.

MSP and carried that all claims as presented were approved for payment. The Chairman was authorized to sign the Audit List dated April 2, 2019 with fund totals as follows and warrants numbered 158675 through 158720:

County Revenue Fund 44,771.84

County Road & Bridge Fund 27,718.90

EDA 144.00

Ditch 888.00

Self Insurance 45.00

Sunrise Terrace 182.50

Total 73,750.24

MSP to have the Auditor-Treasurer send a letter contractors soliciting quotes for repairs to damage at the food service building caused by ice dams.

MSP to approve ditch inspection report for County Ditches No. 55, 72. MSP accept the 2018 Murray County Feedlot Report and authorized the Board Chair to sign it.

MSP to accept the contract with SEH, Inc. for engineering services at the demolition landfill in 2019 and authorized Jon Bloemendaal to sign the contract.

MSP to declare unit #19, a 2011 Dodge Ram 1500, as surplus property, and to authorize its sale on eBay.

Open Forum/Public Comment – Several residents were present. Bill Neilson and Jason Larson had questions and comments regarding Lake Elsie/Judicial Ditch 17 drainage and the levy that benefitting landowners are assessed.

MSP Resolution 201904-02-01, Resolution in Support of Adequate Transportation Funding Bill.

MSP to permit staff to apply for a Minnesota Legacy Amendment Grant through the Minnesota Historical Society to pay for a structural assessment of the railroad turntable and surrounding pit at End-O-Line Railroad Park & Museum.

MSP to permit End-O-Line Railroad Park & Museum to hold its annual Open House on Saturday, June 4 (alternate date of August 3) and to permit the park to be open on Thursday, July 4 and to accept free-will donations for admission on those dates.

MSP to authorize the Board Chair to sign a contract with Lamar for $150.00 to revise the artwork for increased visibility of Aquatic Invasive Species (AIS) advertising on the south billboard adjacent to US Highway 59, viewable by northbound traffic.

MSP to approve attendance of all members of the Board at the Aquatic Invasive Species (AIS) Workshop on April 6 at 10:30 a.m. in the Murray County 4-H Building.

MSP to permit Three Ministries and Lake Sarah Baptist Church to host a free concert on the fairgrounds at no charge on Sunday, August 18, 2019 following the Murray County Fair.

MSP to permit the Murray County Fair Board to use the 4-H Building at no charge to host a Farmers’ Breakfast that will be open to the public in the 4-H Building on June 23, 2019.

MSP to permit Take 16 Brewing Company to serve samples at the May 23, 2109 Murray County Fair Board meeting in the 4-H Building provided that Take 16 shows proof of dram shop liability insurance.

MSP to accept PR#6 from Sussner Construction for deducts to the base bid for doors that will not be needed for the project. The credit is in the amount of $558.00.

MSP to authorize David Thiner to represent the Murray County Board of Commissioners at Buffalo Ridge Task Force meetings.
